No not really. They specified that shadowlands is a place only MORTAL souls go. Since titans are not mortal and basically created mortal life i doubt it predates them exactly.

Literally every time someone asks them if Arthas is coming back, from Blizzcon to that interview yesterday they keep refusing to answer and dance around in rather than deconfirming or teasing like they have with others.

He's definitely in, but probably being saved for a big 9.2 end-of-raid teaser for 9.3 thing, definitely being saved for mid-expansion as a "Break in case of emergency" type deal.
