No it's not. Racism is when you think that your race (or species in this case) is superior because of some inherent genetic advantage in you or flaw in the other. Ashley doesn't think that humans are inherently better than anybody else.
Her position is analogous to real world political realism. She believes that all species in the galaxy ultimately aim to promote the best interests of their own people (hence the dog analogy), and that because humans inhabit a galaxy where this is the case, we need to be ultimately motivated by our own interests as well.
