the crit is shown before armor reduction.
Assuming that Pa has a desolator and the armor corruption talent/orb of destruction the sniper would be well under 0 armor casuing him to take a lot more damage than shown

First one is fat guy trying to hook water elemental to pull it closer to him but the hitbox of the hook is bigger than the hook model so he hooks the creep and is upset about it.

Second one is sniper guy getting one-hit by a critical hit from the enemy team's damage dealer because he has no hp and activated an item that lowers his armor.

OP is just asshurt because he makes poor decisions and tries to blame the game for it.

Its all estimates and general guidelines (need armor = squeeze as much armor in itembuild as possible)

As much as I prefer dota over LoL, nothing in Dota is fappable without huge artistic leaps

because the designers chose to do it that way.
It's not like anyone is really gonna pay much attention to these numbers ingame. You have the health bar to see whether or not something does a lot of damage, noones gonna do calculus in the middle of a teamfight.
