Perk deck is more useful, desu outside of a few skills.
Even then 10 levels can get you a lot: faster movement with bags, throwing bags further, faster run speed and decreased effect when flashbang is enough to get you playing just fine which would take 2-3 games at very hard to reach

Well it's not like perk decks and skills/classes are mutually exclusive. Also, I wouldn't say transporter aced is a must-have skill.
