Yes, because simply having an overworld doesn't mean offering fun exploration. Often it helps, but not in the case of Final Fantasy because you always progress through them in a completely linear fashion, and they even close you off from future areas until it's the next place you need to go. There's usually a little bit of exploration in the end game, but not too much. X offers a lot of reasons to look through its areas than there were reasons to explore the entire overworld in VII.

X has the best pacing and most consistent writing in the entire franchise. VII has the greatest novelty factor and best opening; Midgar is exceptional; everything after Midgar is sustained mediocrity. XII is the greatest technical achievement, is too good for the FF fanbase, and should have been the springboard for Ivalice to receive its own spinoff series.
