She´s just an extremely stubborn and quite ignorant person.
She knows far less than the other two lords. Which makes her actions way less likable.
She should have just stick to go against the Church and that´s all. Instead she went full genocide mode.
She probably has right intentions. But she picked the absolute wrong ways of doing things as an Emperor.
The fact that Azure Moon paints her as an action villain doesnt help either.

I picked up 3 Houses 4 days ago and holy shit there's a lot of lore. Like an insane amount and I'm only on the 4th chapter. Question: is knowing all of it imperative to understanding the game? I mean I will eventually but I'm spending nearly an hour each month reading library books and talking to students and trying to remember family names

To the overarching story, yeah, lore is pretty important.
Unfortunately, the game's kind of an unfinished clusterfuck in story and no route ever quite addresses the whole breadth of the game.

If they'd just sunk into making this like five chapters bigger they could have done so much more but I feel the Persona elements of socializing and having kind of a home base took precedence

It's best to just go in intending to play all routes if you enjoy it. If not, one route will give you all the story you need to take away from it because once you get into the deep lore it's all confusing shit
