AC Sephiroth traveled back in time to fuck with the OG's original timeline to make it that he will win this time around. The hooded figures are Whispers of Fate that seemed to have been called to thwart this by making sure everything from the OG remains intact. There's a scene where Barret is killed by Sephiroth and one of the Whsipers brings him back to life because he's not meant to die here and there are more scenes like this.

Barrett is a dumbass

False, in the original Sephiroth's plans almost exclusively revolves around Cloud and he was manipulating him psychically from the very beginning of the game. He uses him to gain access to Jenova's body which he uses as his avatar for most of the game, and he uses him to gain the Black materia. Cloud is the only truly functional Sephiroth Clone, the other 12 are failures. Sephiroth clearly holds a grudge for the embarrassment he suffered at Cloud's hand during his awakening and makes it a point to make Cloud his patsy.
