A lot of personality, not that much control. Combine soldiers have always been very human in their behavior. They feel fear when they hear Breen threatening them about the consequences of mission failure.

While playing HL2 as a little lad I had such a huge boner for combine and civil protection in particular.
That fascination lead me to become a police officer in real life.

I would guess the majority of combine soldiers are made involuntary while very few become combine soldiers willingly.
The damages done to you are crippling mentally and physically.
Its got to be some amazing propaganda or fantastic rewards in order get volunteers, and judging how poorly soldiers are utilized and how the radio is always threatening them with death, relocation to another world or even being turned into a Stalker. I would say that its not worth it.

The civil protection who would go through with it are probably die hard enthusiasts to the cause. (which I would assume is very rare.)
