you need to beat the t3/t4 version of the character to unlock them. Just play naturally and you'll unlock everything
Selicy is pretty subpar now though. She used to be my favorite, but dev gutted her Invader build by making the basic attack cost 1. Completely unwarranted nerf

Don't pick up every spell. Focus on a specific build and just pick spells that synergize with that build. For example, in your pic, I see no reason why you have Shine, Align, Bow Snipe, Revenge, or Sapphire Ring. None of these are good spells individually, and Align in particularly is complete garbage.
