Take the game back to pre-mannconomy, and only the first round of update weapons are available for each class.
The only sequel I can think of that's improved with subtraction.

Why? All of these are genuine design flaws in TF2, because medic isn't fun, he's a class you're forced to play or else you lose, and soldier is too forgiving with his splash damage, and sniper just doesn't belong in TF2, a game about high risk high reward mid range combat

To add more model variations for existing weapons and have them drop like other weapons.
To add more new types of weapons, new interesting ideas no matter how bad or over powered they are, everything can be fixed with time.
Never change the fundamentals of a weapon, examples being things like the soda popper and sandman.

I'd be fine with removing sniper and spy. The instakill classes are really fucking dumb. getting backstabbed/sniped in the middle of an extended, fun, mid-range fight is so lame.

Delete them, the Uber update was the worst update in TF2, it added a fuckton of weapons with simple stat changes (+ damage - ammo reserve and other shit like that) instead of making a balanced few, it literally ruined the game so bad that they're still trying to figure out the right balance a decade later

Imagine controlling what robots to send out, like sending a a giant soldier while 2 tanks are moving through the map, having special moves like decreasing the players ammo/destroying buildings

I'd give Engineer a redesign. Turtling just drags the game down way too much and playing Engineer aggressively is way more fun anyway.

Rework the Phlog into a completely different weapon. Then leave a note telling anyone who is still having trouble with one of the weakest classes in the game to git gud.
