In my headcanon the reason he "forgot" how to use UI wasn't because he forgot how to do it, but there wasn't anything that could trigger it.
He was originally fighting for the very survival of his universe, and there was an impossibly stronger foe than him standing in the way, so he had to break past his limitations.
Ever since that tournament, he hasn't really had a need to use UI because he could generally take them on.
Of course this is my headcanon and it's all stupid anyways.

Chi Chi is a character where the older I get the more I understand her. Yes she's a shrill country bumpkin just like Goku. But Chi Chi was able to adapt to married life. Goku was not and even if he loves his family, he loves fighting more. Chi Chi hoped Goku would adapt to his fatherly role but he never did. So she took up 100% management of the home and tried to steer her children away from Goku's lifestyle. Because just because she and Goku are hicks that subsist off of tournament money and welfare, her children don't have to. And that's understandable.
