That's the problem, the knight immediately came into it demanding ONLY the strongest potions, not the strongest that a human can handle.
Both characters in this are in the wrong, the potion seller for denying a man what he's asking for because his own personal judgement and opinion of his potions are that they are too strong, and the Knight because he's being reckless about trying to get buffed.
But this is not a perfect world.

Definitely true. Really if EITHER of them took the time to explain precisely what they were after the whole thing could be avoided.
It's entirely possible the knight actually wanted a potion that he KNEW was too strong, specifically to trick his foe into drinking it, or weaponizing the potion in some other fashion, but both of them refuse to clarify their positions.

This leads to two questions:
1) Who is stronger than a dragon?
2)If there is a being stronger than a dragon, why would they need potions?

Potion Seller has years of experience, he knows who can handle his strongest potions at a glance and the Knight is not one of those. The FIRST THING he suggests is finding a merchant who sells weaker potions. He's willing to lose business to rival vendors just to save this idiot's life. Do you think the Potion Seller wants to be responsible for the death of a Knight? Imagine the burden on his mind, not to mention he'd be held accountable for the Knight's death legally.
Only when the Knight gets incredibly pushy and can't take a hint does the Potion Seller resorts to insults in an attempt to discourage his foolish attempts at suicide.

The Potion Seller is acting as the business service in a free market, while the Knight is a consumer.
A business has no ethical responsibility in a free market, they are a neutral force who's reactions are dictated by the consumers actions.
If the Knight as an informed consumer wants to buy a potion that is meant for stronger men while he is clearly of the weakest, he has the right to do so.
