When there is a designation that is strictly a perfect score that can go no higher, only entries that share that trait (perfect) belong there. The lower the scale the less detailed it becomes.
On a 3 point scale of 1-bad, 2-whatever, and 3-good, would every game that isn't perfect have to settle for a score of 2 just to not share a score 3 "the perfect score"?
A 10/10 isn't perfect. It is merely the highest possible score. And the highest possible score is what a perfect game would get, but that doesn't make that score is perfect or flawless. But if something closer to that is truly what you desire, then maybe you should pursue a scale of 1000 or something.
