They added new game modes like Rip n Tear and Clan Arena (which is basically like CS rounds). Also lots of seasonal loot for the next 86 days.

Maps are good mostly. Community can make better maps anyway (unlike in QC).
Netcode is being improved for open beta. The server-side netcode wasn't ready yet which is why closed beta had everything client-side.
Quake Live isn't even a Quake 3 clone, it's literally just Quake 3 re-released.
