i dont think so, his first appearance is on a security camera and he is creepily walking toward you and he has them spikes out. Actually even before then he is foreshadowed when Leon and Ashley jump down the garbage chute and land next to a dead on and his spikes are out there too.

Iron Maidens were basically Regenerators that tried to pull you closer and then impale you on spikes that protrude from its body. They were very few in number and come around the time you've gotten a handle on how to fight Regenerators.
