It's clearly just trying to be bigger and louder than the series had been at that point, part of the focus is just on making wacky combo weapons and mowing down zombies, the psychos weren't as interesting, the main guy Nick isn't that interesting, it's one of those "turn off your brain" games.

I think DR 2 is a really great sequel, because it improves on many small things and keeps the formula of DR 1 intact, but as overall game it's much weaker, it's downright derivative of DR 1's structure, sometimes feeling like almost a remake and has a weaker story

Dead Rising is built around doing multiple playthroughs to learn strategies that work and getting to carry over level ups from previous playthroughs.
The timer WAS the biggest obstacle in DR. The the first two games prided themselves on this balancing act mechanic.
