If a developer actually got it right, Chicago would make for a great setting for a game.

Probably with Chicago is that Illinois itself is ugly as shit. GTA V has places like Yosemite outside the city, there's nothing but cornfields in Illinois. Maybe they could include Michigan's upper peninsula or some to spice things up.
