In RE1 she had a very practical design.

Her new design sucks. Playing in her original costume doesnt feel any different. Not only that but they still sexualize her a lot ala Nu-lara with all her moans and getting violently thrown around. If anything I think this remake depicts her as weaker compared to the original.

In RE1 she was a cop on a mission
In RE3 she was out whoring in the city when the virus hit. If anything it makes less sense that she would be battle-ready

I don't get it. They open up the remake showing a calendar with Jill busting out of the city in 4 days. Unless her experience at the Arclay manor gave her enough PTSD to turn her into a doomsday prepper there's no real reason for her to have a "believable" zombie apocalypse outfit on.

There's a reason Ada waltzes around in heels and a revealing chinese dress rather than some practical espionage getup, and it's not just because she's undercover for Umbrella, though that gives it a convenient in-universe explanation.
It's because femininity is power for female characters. Ada is cool, confident and sexy, something all women want to be, the same way that people admire male characters who are confident, masculine and strong.
Jill's original RE3 design arose from the same idea. She's a cool, confident and attractive character.
The RE3 remake Jill might as well be a completely different character altogether, one colored by a modern cliche of what a female action hero should be (that is, a plain jane covered in grime with messy hair who is kind of a bitch to anyone who dares talk to her).
Her new design comes from the ideology that strength and attractiveness are somehow divorced for women.

The difference is that in RE1 Jill was being intentionally sent to a location on a mission and was dressed for the occasion, but the original context for RE3 is Jill being caught in Raccoon City as shit went critical and leaving her apartment in a hurry in casual civilian clothes. So in the context of Re3 they miss the point. This also implies that female video game characters can't ever be sexy without it being some grave offense, which is pretty silly.

It didn't change the fact that she would be lovingly cosplayed for years to come. The same can be said for Lara Croft in the old Tomb Raiders.
