Compared to Tumblr and twitter from an artist standpoint? yeah, the fanbase is extremely small, a portion of the others. I know NG is slowly coming back and trying really ahrd but the issue is that most artist are just normies that know how to draw, so the idea of mass moving to NG so it becomes the new blog site is utnhinkable, because, RIGHT NOW, is not a good substitute. Believe it or not, the main think 90% of artist look for is a way to get easy exposure. Galleries, tags, sections and alike are second to it.

Good alternative that is indeed growing too but I doubt it will catch up as long as they force NSFW behind registered accounts and iirc because it's a japanese sites the laws subjected to them don't apply to foreigners or some weird shit, emaning that if you are too western in art, speak english or some bullshit you might get banned. Worst part is that the companies and owners still refuse to aknowledge the tumblr mass migration as their fault, so it keeps happening in other sites.
I have no idea what's their reson behind it. Usually things get traced back to MAstercard and VISA being assholes that refuse to have porn payed with their cards, so they threat Patreon, tumblr and others to pull out if they don't comply with their demands. Tumblr just completely banned porn and Patreon's been cracking down because it works off Paypal, which also doesn't allow porn purchases.
After the tumblr purge, a lot of artists went to Twitter because it's a very popular website that allows image hosting and easy contact with your followers, and for a lot of beginner artists it's very important to cultivate a strong following, especially if you desire to break out professionally. It's not a website suitable for dedicated artists, but more and more of the popular ones are saying "no porn" and driving them away.
Incidentally, Twitter's overall user quality dropped after the Tumblr purge because a lot of art police followed them over. They'll like mass report people who make badwrong fetishes, and this in itself is starting to push artists to other platforms like Pixiv that have looser restrictions.
