I don't think Nomura is self aware enough for this to be a possibility. He probably genuinely thinks the retcon fairies are cool and that this is a positive direction for the project.

A large part of the original FF7 is dedicated to Cloud's deteriorating mental health and his own delusions of being in SOLDIER.
FF7R mixes it up by being an alternate timeline where certain characters act differently or know far more than they should, forcing the planet to send out time cop ghosts that go into a tantrum whenever someone tries to disrupt the original story.

Cloud and pals kill the Time Jannies after Sephiroth trolls them into thinking that FF7's ending is the "bad end".

Time traveling and Time Jannies were never a thing in FF7 before.

They deserve to go bankrupt but they won't. They've just pulled the biggest bait and switch in video game history. The game comes out in 4 days and has millions of preorders. They are going to make an absolute shitload of money off people who thought they were buying something else. It MIGHT have repercussions for them years down the line when it's time to release the next part, but for now they have successfully swindled the world.

Not to mention they will have plenty of sycophants/trolls on social media defending the game for them, plus it'll get rave reviews from disillusioned reviewers who probably didn't even play the original, so it'll never be quite "clear" that the game is universally reviled and there will be a large subset of people who don't lose their trust in SE.
