I tried to get into QC a month ago but the waiting times for duel were too long, and it would sometimes match me against the same guy multiple times despite me being garbage and him being good, I assume because nobody else was searching for a match within range.

I tried it for a couple of weeks and just got the sense that more effort was pumped into the lootbox crap than into the actual game itself.

Oh that's a shame. I had watched some video where a pro player (I think it was rapha) was commentating his match in some tournament finals and it seemed really fun because of how deep the mind games were. It's the only reason I wanted to play Quake.

1k is more than playable, anything more than 299 concurrent is a solid community.
