For most Japanese devs that's wearing a fucking Mario hat if you work at Nintendo. Yoko Taro specifically stated he dislikes showing his face in public and the majority of Japanese devs show their faces during panels or interviews.
Actually, Japan in general seems to enjoy their privacy more. A lot of social media posts you'll see they wear face masks or blot out their faces. This was common sense like 15 years ago not to dox yourself, so it's weird to see everyone posting themselves online so readily now.

Are you talking about anyone in specific? People meme on Kojima for that but in general I'd say that Japanese games still have a focus on gameplay and general understanding of basic game design, especially compared to the West.
Having cutscenes (especially skippable) being separate from gameplay, even long ones, is also much more preferable to "Walk forward down a hallway and listen to characters talk about boring filler shit while we load the next area"

It's definitely autism considering that Toby Fox's very first appearance to celebrate his popularity was him skanking on stage like an autist without caring who saw his face.
