Basically Civil Protection is the ground level for joining the combine. Prove your worth, and for higher tiers you have to abandon more and more of your humanity voluntarily.
There's not just better rations and sex, but also rewards like keeping your family together.

Eh, it does a little. You have entry levels like Barney, who is probably living in a residental block like everyone else. In such a situation, you have your family unit still with you and they have no idea what your day job is, and at first you work to prevent them from being sent to city 15 and city 16, but then as you climb the ranks you forget more and more until you eventually abandon your family entirely.
What do you think Combine rations were for them? Was it actual food or food flavoring that isn't water?

Civil Protection are the ones who deal with civilians, they are the lowest ranking members of the Overwatch and are just men in suits that join for special privileges. After that, you become a transhuman and gain more privileges if you go further up the ranks.

It's weird that the soldier dialogue in Alyx sounds more human and less mechanical, but they also seem to be more augmented than in HL2.
it's canon, you can see this model in nova prospekt in HL2, they reused this model for the meory replacement in the citadel in Ep1, back in 2004-2006 this was the face of a combine soldier

From what I understand, Civil Protection are basically the only humans still in the combine. They're entry level sellouts, you basically become a bully for the man to get more food and not get kicked around yourself.
Combine soldiers/elites aren't human. A lot of them are veterans from Earth's army, so they have military experience and in a lot of ways they've already proven themselves. They get their minds scrubbed to make them lack empathy for resistance and stuff. Their memories only go as far back as when the combine took over, so basically every combine soldier only ever remembers the combine and doesn't know jack shit about prior governments or Earth having once been independent. So to them, the resistance makes no sense.
