They're basically opening up FFVII's story to be more choice-driven (old Bioware style) rather than a (mostly) linear story path with no real variation, similar to the OG and Remake part 1. Why they needed timey wimey ghosts to justify the new possibilities for the next few games, I have no fucking clue, but I'm happy that's over, at least.

Now seeing as time travel makes no sense and the time ghosts didn't exist in just a specific point in time or timeline. that means that nomura can say killing them here killed them retrospectively... everywhere past, present and for the rest for eternity. so now he can say that effects everything. he can fuck with anything anywhere in the plot and just say "time ghosts died" as an excuse.
