Annerose is a badass wannabe, a teenager in the body of an adult woman who is actually very sensitive, jealous and childish when her Asagi-like mask slips. It's a persona she plays up, like how she idealizes being a hard-boiled detective and hates it that most of the time she's just hired as a body guard merc. She has maturity but it's more because she knows Kowloon personally and knows the shady characters in it, not because she's actually all around mature. That's why she blushes crazy when the protag mans up, why she gets pissed about being reminded she really hasn't solved many (if any) mysteries, etc.
When Annerose becomes a loli she's still herself, and that should tell you what kind of woman she is.
