Because he's the very definition of a director. He's got tons of great ideas that are totally unrefined. He has generally had great teams around him that take the ideas and craft them into something more cohesive and worthwhile, but when you let him have free reign you tend to just get a bunch of cool ideas thrown around in an empty sandbox a la mgs5/death stranding.
