Because that doesn't make money, it's incredibly risky to do and difficult on top of it. Why not chase after a market that's heavily neglected except in one half of the globe (tactical shooters) and collect the free money because valve dragged their feet?

Feel free to dislike them, I don't think they give a shit a single bit about what the western world thinks, since it doesn't equal even 10% of their revenue. That's why the west is basically the beta testing cuckshed for this game. It'll be released polished and balanced to korea and china, and more than likely succeed there, taking a dump on crossfire.
Hard to call it scummy when the company exists to make money, just like every company.
