I know that. I got the campsite and got that smug mandatory. Next day i put up a site and no villagers was on the islands. Some random moved in the next day. Afraid to expand just in case it happens again.

How does this work?

Your campsite finishes, and you can't find any villager on any island that day. The next day, a random villager will show up there and you can instantly invite them, in fact you're forced to if you want to progress. You'll be tasked with setting up a plot of land for them to move in on by Tom Nook. The next day the house will be up and the villager will be there. Now you can set up up to 4 more plots of land, and you can now find villagers on islands again as long as you have free plots open. You can only invite one villager per day, so you have to be sure to decide on the ones you like, but don't wait too long, because a random villager can buy the empty plot if you don't invite a villager yourself. A villager can probably show up at random at the campsite too if you don't invite anyone, and you can probably decide if you want to invite them too. I never got anyone at my campsite after the first forced one, so I don't know for sure.
