Theres no confirmation that it will. People are just making assumptions based on the name and the fact that the portal looks vaguely similar to the one from the conduit in XB2. It could be something different.

Haven't been paying attention but what do you guys think they are going to do with their team that is now over twice the size it was in 2017? Is there just like one bigger budget project they're working on or are they working on multiple games other than DE at the same time?

Probably the later and DE is probably done mostly from the new Studio. New recruits need some experience in tackling bigger project after all and DE serves as little to no risk project while still get the cash rolling.

Monolith Soft is part of BotW's development team, they are also working on the sequel. They will probably keep working on Zelda titles if BotW 2 does as well as the first.
