If you have enough money to not care, buy it. Not gonna tell anyone not to. That being said, no it's not worth 60 bucks on top of what you already paid for the main game. You are pretty dumb if you think it is. This could easily be a DLC that costs 20-30 dollars.

Guns are viable with ammo refills, everyone can baton pass and there are new levels and visuals associated with baton passes. New personas, personas come with traits outside of skills that you can inherit. Morgana gives you hints in demon negotiations. Palaces have new rooms and side areas, there are three good collectible items in each palace guarded by stronger enemies. You get a little SP back from collecting them.

Battle-wise?
You're free to utilize guns now due to the ammo restrictions being per battle, Baton pass is unlocked from the moment someone joins and you're expected to utilize it now to inflict massive damage by chaining attacks. Technical damage allows you to do a bit more than just focus on weakness so you could inflict a debuff on a enemy instead and follow it up with some sort of technical attack to down an enemy.

Royal is much better overall. However, I'm pretty disappointed that they reduced the xp/money penalty in merciless when they've already added things to the game to make grinding less tedious, anyway (Disaster Shadows, Ammo Replenishment, etc).

You could only use guns to hit shadow weaknesses with one bullet in vanilla P5. They were not viable at all, what universe are you from? A full clip of a gun only does slightly more than a standard attack. You could not use them as a viable attack in your arsenal in vanilla P5 because they would run out of ammo almost immediately. Now you can do one full gun attack with each party member per battle.
You can look it up on YouTube if you want to see it. Personas come with traits that give them bonuses displayed at the top of the persona skills screen. You can inherit these bonuses in addition to the skills that you inherit, and they are separate so they don’t take skill slots. Stuff like +20% magic damage

And that's exactly how you use them, to hit weakness and all out attack. You missed the point of firearms in the game

It made me fucking regret buying the game in the first place, and since it's so fucking long I'm only half way through it, and now I feel like I'm playing the crippled version. Also starting the game again sounds like a chore, this is a lose-lose situation for me.

To compensate they have the Thieves Den list, which is a lot harder

I forgot how much of a slog the Kamoshida arc is. Those first 5-6 hours are rough.

I got to the art gallery dungeon, dunno if I should restart with royal.

Just like me. I fired up the game, and 12 hours flew by in a flash. Even though it's not even close to being my favorite persona game, I'm loving playing through it again with all the new stuff

They’re not a viable method of attack. You can’t use them to do regular damage to enemies because you only use them to do a tiny bit of damage to hit a weakness once in a blue moon. You can use physical and magical attacks in every battle in a palace, you could not do that with guns in vanilla P5.

I'm in the same boat, but I knew P5R was going to be a thing based on FES and Golden so I didn't completely burn myself out playing P5 more than once.

I've only personally interacted with Kasumi 3 times now, but I hate her with all my heart. You hear aboutnher more than you see her, and everytime its people going, "WOOAAHH, THAT NEW KASUMI GIRL IS SO CUTE, AND NICE, AND THIN, AND PERFECT, HOLY SHIT I WANNA BE HER/BE WITH HER" when she hasn't done anything besides be a decent human being.
