You need a vacant lot after the first three (including the forced first campsite visitor). Once you have a vacant lot the villagers will show up on the islands. I put them all down at once and could recruit a villager once each day without anyone new showing up at the campsite. I imagine if I didn't recruit a villager each day, a random would either show up at the campsite or would take one of the vacant lots without me having a say.
