You can't downgrade Windows. You'll have to copy all your files to an external HDD/USB stick, then wipe your internal drive with the 7 installer.
You can reinstall your games using Steam or retorrent them if you're a piratechad. There was a program that backuped saves locally but I forgot what it was called, so you're gonna have to look it up on your own.

Load and start times are horrendous, it "loads" in 5 seconds because it's actually hibernating/sleeping and not fully shut down. tons of useless apps and services runs at start up, most of which you can only disable through group policy and reg editor, and it'll still be slow as shit.

What causes all the incompatibility issues then? I find myself doing more troubleshooting a lot more when installing old games than when I did with 7

Dual boot if you care about performance, VM if you don't

The removal of DirectDraw is one big issue, though you can just acquire ddraw.dll online and stick it into each individual game folder.
The abandonment of granular DirectX versions and just bundling it into one massive DX package that's mostly forwards and backwards compatible also causes problems in some games that relied on the quirks of a specific DX version.
Lastly, some of the issues aren't OS specific, it's just that your Win7 machine probably used older hardware which was less likely to break those apps. Or more recent GPU driver updates removed some old compatibility code that now causes issues with older games.

10 sucks ass but if you're a brainlet then it's your best option if you're fine with looking up guides on how to make x work on Windows 10. 8.1 is unironically great once you install Open-Shell since it gets rid of the Smart Screen and the underlying UI is very similar to 7. In terms of compatibility with 8.1 there's the DX9 4GB VRAM limit, not being able to disable DWM/no classic theme and no 'official modern' AMD drivers, but this can be bypassed by using the Windiws 7 driver and running ccc2.exe in the driver's folder.
Dual boot, only use VMs for stuff that's XP era or older and there's no guarantee that they'll run fine if it's something like Magic Carpet.

The version that works like a functional OS; like SP used to do.

W10, or Windows 10 in a VM with GPU passthrough if you hate everything else about Windows and would rather use something like Linux, but you don't want to give up full performance in certain applications on Windows. The latter option isn't difficult, but requires you to be a little technically adventurous. Gaming on Linux is great nowadays (better than MacOS by a mile) and getting better, but there are still some hiccups here and there.
