Yes. Build your campsite, wait one day after completion, and the next day you will have your camper. Bewarned that they're FORCED on you and you must accept them into your village so do luck rituals before you end up with an ugly.

None of that seems to work. I’ve complained about Bertha every day for a week, and beat the shit out of her twice daily with a net, and she’s still here. Meanwhile, a villager that I frequently talk to decided to leave. It’s completely random.

Give gifts to villagers you want to stay, neglect and bully villagers you want to leave.

Never give them gifts, never talk to them. Mostly the not talking is what does it.
Hitting them with a net or nudging them around is just for fun.

It also depends on their personality, since the bubbly ones tend to love chatting all the time, the lazy ones don't care either way, but the cranky, snooty, and smug ones don't want you talking to them more than once or twice unless they have a unique interaction option available.

All types will want to move after you've snubbed and ignored them for a few days. You'll get the opportunity to tell them to move out when a thought bubble appears above their head while they're wandering around, looking dejected.
