I was a Rare/Banjofag, so I waited 10 years to just get Diddy, then another 10 years to get K.Rool, and 18 years overall to get Banjo but was never mad they didn't get in before they did. Just disappointed.
They have finite resources and have to juggle a lot of different demands/wants. The mere fact that they put the Never Evers in all in 1 game shows how they do listen to fans, but have to consider other shit like ISIS being afraid they can't sell without a Smash bump or Square thinking their OSTs are too valuable to be in Smash.

Popularity has very little to do with the decisions of which character to put in, sometimes this is a good thing, but mostly not, as there is a reason for characters to become popular. His decisions on characters is mostly his own bias, combined with Nintendo's want for which characters are likely to sell the most.
