I strongly recommend a ticket island. Much easier to clear unwanted stuff away. Stock up on bait and head out. No trick to it. Just look for the biggest silhouette at the rocky end of the river.

This was after me trying to be selective at that. There were worse contenders trying to move in. Luckily I have a great layout and villagers are more or less temporary. Biff and Shep are much better than I thought they'd be.

The first tier is 1, the second tier is 10, I assume that means the third is 50. I'm not 100% if you have to give a gift to get it, I don't remember when it triggered. Come with a gift but if you talk to him and it pops, just peace out.
