Richter is the exact point where the Belmont blood started running thin. He was the final Belmont for a reason (if you don't count plot hole Julius). While he is my favorite Belmont after Trevor, he was one of the weakest one even with his better acrobatics and Item Crashes. The peak of the bloodline would be Simon and more precisely Juste. The strongest on pure human skill and equipment alone would be Trevor. But after the mixed bloodlines, his descendants were that much more potent.

Soma is what happens when Dracula tries to reincarnate by possessing a host (in this case, some brooding Japanese teenager fashionisto with a shrine-maiden girlfriend), but the host has such a degree of willpower (literally not an NPC) and mild holy protection that all of Dracula's powers manifest in him but Dracula's actual will/mind stays suppressed. It's horribly Isekai, but it's kind of cool that the obvious bad ending is losing willpower and Drac taking control, and that even the good ending implies Soma must constantly keep himself in check (with Mina's help) because his body will house the soul of Dracula until death.

After it's revealed that Julius knows who/what Soma is (a host for Drac), he lets him do his thing as long as he keeps everything locked down, you know, since his whole deal as a Belmont is to keep Dracula in check.
Later in the game, he basically realizes that Soma is getting crazy fucking powerful FAST (collecting all those enemy souls will do that), and he basically figures that it could be Dracula busting out (or busting out soon, or maybe not busting out at all but he can't take that chance while he's got an option), so he gives Soma the ol' *blocks your path* and starts attacking him, kind of as a test to see who's in control of Soma's body under extreme stress.
After Julius stops attacking and Soma does the same in return, Julius has determined that Soma is definitely still in control, and reveals to him that he wasn't truly trying to kill Soma (oh yeah I bust out grand cross item crashes all the time nbd), only testing him, and he passed. Before he lets Soma past, he then leaves him with the classic warning: I'll be watching, if you ever lose control I won't hold back, etc.
