His timeskip version literaly turned to stone if he got too close to a woman in PW3. I'm not that far yet so I don't know if that's still the case but it was the biggest nerf I've ever seen on a character.

Even in PW3 (continued in PW4) Sanji's attack strings would be immediately cancelled if they would hit a woman.

No "turn to stone" unless it was Hancock using a move on him.

Is there a tier list yet? So far Katakuri is insanely OP. Jinbei is literal dogshit. Brook is also down there with him but slightly less shit with the moves I tried so far.

Yes, it was the same thing in PW3.
In general they can't be modded into playable characters simply because they don't have nearly enough attacks to fit a playable character moveset.
According to datamines it seems like Garp is one of the DLC characters though.

I'm at the first mission with Usopp and right now he does fuckall damage. I'm hoping he gets better or that his friend Sogeking has a better moveset that actually deals damage.

I thought Robin was alright. Her normal combos are decent with waves of enemies and her hands are really good at breaking shields. Franky also seemed pretty decent to me but I don't know why General Franky is limited to just one special.

Robin is alright once you realize she can do pretty ok damage up very close. Unfortunately that translates into her barely having any other variety other than powerdash into SS and repeat with the occasional SSST, SSSST and T sprinkled in here and there. Haven't played with Franky yet

Sanji can hit women with his R1 specials so he isn't as useless as he was in 3 and Burning Blood. Wish they would just drop this stupid gimmick for him though. If they're going to keep forcing it they may as well add other "canon" shit like making it so the map randomly becomes disabled if you're playing as Zoro since he gets lost all the time.

I got them both to level 8 attack when I played them. At the time my Luffy had the highest attach at level 9. They're just shit. Specially Jinbei.
