To be fair Fallout 2 is le wacky adventure pretty much all the way through. The game treats both the world and the people in it as these bizarre cartoon parodies that are 50% meta-commentary on the previous game and 50% meta-commentary on popular media.
I like the game a lot but you have to admit that it is all over the place. Fallout 1 is MUCH more coherent overall.

I like 1 more than 2 for this reason. Even in the more serious aspects of 2, I think the whole factional aspect and other things start to drift the series from the main themes. 3 is actually a great thematic balance between the two styles, with more towards the serious.
