Is there a way to pirate the japanese language pack? The game is already on Steam, but the language pack not only is paid, it is also blocked outside Japan.
There are few things that I hate as much as british woman accent.

Just Google cs.rin.ru creamapi. All you do is download and place in the folder of the game and modify the creamapi.ini for each game. Torrent the game one time and take the Japanese voice files out and place them in the legal game's folder. That's it.

it was back when steam was priced in USD in japan, so the price of the japanese pack made up the difference between the cost of the US PC version and the japanese console version.
now some games still have free japanese packs because they don't negotiate for the japanese audio to be available outside japan, because it's a waste of money.

Some companies have weird divisions between their regional offices on Steam. Tomb Raider 2013 for example is split into four IDs based on the different squeenix/eidos offices. Another one is MGR:Revengeance, Konami JP/Asia never licensed the PC version so Steam blocks it from these regions.
