They'd arguably have their own moveset. Had they done that for every FE newcomer with just a single echo of Marth's moveset at most, the franchise would be more warmly received. It's the lack of imagination, not to mention visual variety, in several of its characters that rubs folks the wrong way.
That's not even taking the disproportionate representation relative to its success into account, but I personally would mind that less if it was like with Pokemon where every character is unique.

Meanwhile the other first party inclusions range from total excitement (Ridley, K. Rool) to simply lackluster/disappointment (Isabelle, Piranha Plant). I haven't actually seen any outrage over an ARMS rep getting in. At least not compared to Byleth.

I see no goal posts moved because they're different arguments. If I'm given a choice for one of the clones/echoes to have their brand new moveset I'm not thinking Pichu first, whom I can readily accept as having Pikachu's attacks given it is its baby form (the self-harm mechanic is also fairly unique in the roster). I'd first be thinking of Dark Samus, Dark Pit or even Dr. Mario because their origin games lend themselves to inspire a wholly original moveset more organically.
As for Wolf and Lucas I think it's pretty obvious after trying out their A moves compared to Fox's and Ness' how different they are; if the A moveset makes up the most of their attacks, why shouldn't they make up for a valid argument?

Honestly the biggest problem with FE was Lucina, Roy and Chrom who are all "marth-like" which was already kinda boring moveset wise, Ike is also boring but not like marth boring and Corrin and Byleth are bad for other reasons. Robin was a fine addition and no one really thinks of him when complaining about fire emblem. So if the culling happens a team of: >marth >ike >robin Would be fine in anyone's eyes.
