It never does. It's a shitty Souls clone that fails at every single aspect.
Stop trying to play it like Dark Souls and you'll enjoy it. See this guy? He tried to play it like Dark Souls and he can't stand it. I don't play Nioh like Dark Souls, I don't play The Surge like Dark Souls.

What does that even mean?
You can't roll out of any and all danger like DS3 nor can you poise through it like DS1. Ki pulse is ESSENTIAL and not doing it means you'll die quickly and often. Knowing which light-mid-heavy stance to use at the present moment benefits immensely even if it's not a strict necessity. Equipment doesn't work the same way, loot and gear don't work the same way (so don't get attached to any one weapon unless you've crafted it since it's Diablo-like with some RNG stats), stats don't work the same way.
Never. The game is wasted potential. What's the point of having fun combat if you fight the same 3 enemies over and over.
After London Tower (about 15 minutes in). It's one of the best games in about a decade, it's a shame you aren't enjoying it.
Between the Diablo loot cancer, the lack of an interconnected world (a standard design element of the Soulsborne genre that Team Ninja decided to ignore for no reason), convoluted combat system, having to fight the same four enemies for 40 hours, mediocre level design, reusing the same levels ten times, boring setting, forced grinding and being forced to create very specialized gear builds to even progress through, it never does.
Nioh is an example of what I call high budget shovelware. Like, even The Surge fans look down at it.
