Closest thing would be Kerbal Space Program (developed in Mexico),game that sold 4 millions, has a big community and even Elon Musk plays it, also Mexico produced one of Suda51 favorite games last year

You have no idea how sophisticated it is to make an AAA game. Many countries in South America probably do not even have qualified studios to capture the movements necessary for the facial expressions of the characters. There are also no professionals with experience in high quality games. It is not enough to bring together some talented artists and dedicated programmers to make a high quality game emerge like magic.

There's a shitload of game developers, but gigantic, AAA releases are an American and Japanese thing. Massive international releases are rare outside of those countries. There's a very small number of publishers in Europe, and nearly nothing anywhere else on the globe.
There just aren't any publishers in Latin America who want to lay down 81 million dollars on a video game like CD Projekt did for Witcher 3.
Same reason there's virtually no Austrelian or Middle Eastern AAA games. Plenty of developers exist, but they make smaller games and aren't marketed to the U.S.

Because big budget games are extremely expensive to make, and making money means selling games in the North American, European and Japanese market. They can't compete for this reason, so they just don't There are however a lot of small games from hobbyists and small studios from here and all around the world for that matter but in order to compete in this market their economies have to become comparable first.
Hell, most of Europe can't even compete inside the AAA market. Another thing might be the incorporation of video games into the culture of these countries as well. India has a ton of software talent but video games don't seem to be as big of a deal to them so they don't really make 'em. This is even the case when you specifically look at media they create.
Because the people with ability develop games either leaves to work overseas, also not many good schools of game design, and because in the region games are sill see like childish thing little people want to risk choosing game design as their career.
