Seems like starter villagers never get full furnishings. They'll construct and add DIY items and whatever you give them on your own, but they never get the fully-furnished home they'd get if they moved in when Nook starts offering real houses.

Generally, yeah, once that's complete Tom Nook will talk to you about getting more residents and that starts with building a campsite(make sure you're saving up the three types of wood and iron nugs).
