And because he had to use nobunagas enemies, the shoguns who he was quite the tyrant against because he knew it would keep them calm, he was painted as a horrible and awful emperor to cement their own rule.
They don't, he's a just a super popular figure so they will always want to implement him as either a villain or a hero, there's plenty of depictions both ways

Oda Nobunaga mostly sits on the "tyrant" side of depictions in media because he was extremely ruthless, and wasn't afraid to do things other people were too scared to do due to superstitions and the like. He also did plenty of things that broke with typical Japanese cultural traditions and allowed foreign elements into his midst to destabilize the established religious organisations that were arraying themselves against him.
Honestly, Nioh 2 is one of the most fascinating instances of him because in Nioh 1 the game takes you on a tour of some of his most violent acts and the malice and the like left behind, but Nioh 2 you get to meet just a man with an ambitious goal, a fascination in unique things and an understanding that one day we all will die. Admittedly that's because the story isn't about him, but it's still interesting they went that route.
Come to think of it are there any good TV show that covers the sengoku era ala Three Kingdoms 2010?

I hear you. Honestly, I'd love to see the zero fucks given tradition smashing rebel angle played up. What made Nobunaga really stand out in the big game was that he... well, stood out. He was the kind of guy who only really stuck with tradition if it helped, and often broke the mold when it came to combat and nation building. While his wasn't the first clan to adopt arquebuses as a common soldier's weapon, he revolutionized tactical use of them, and is credited by many as the creator of line fire tactics, which would lay the foundations for Early Modern period warfare.
Culturally he laid the foundations of what could have been many reforms to bring Japan into the modern age, not the least of which being the acceptance of Christianity as a rising religious faction in the country. While he was definitely not Christian himself, he seemed to be a whole lot more tolerant of them than his contemporaries and later successors, and even had a Catholic noble and a few priests within his entourage. If not for his untimely death, Japan may well have seen religious tolerance as the norm over 200 years before the Meiji Period.
There’s a ton of Taiga Drama that covers that period. The currently airing one is called Kirin ga Kuru with Mitsuhide as the protagonist. Look it and see if it’s your thing.
Surprisingly pic related is one of the few times we've gotten a physically accurate portrayal of him in media where he isn't some bombshell of a man.

They really toned down Cao Cao's ego in DW6 and onward.
In DW5 he would at times shout with anger.
In DW5 he screams into the sky about flames and his ambition, while in DW7 he's stoic about what's going on.
Can't say for certain which rendition I prefer.
Honestly, it's shit like this that makes WO worth buying.
Cao Cao and Nobunaga teaming up together to take over the land would be unstoppable.
