To be fair World and Iceborne both take place in areas where the only civilization to ever exist are cats, not-shakas, and the hunters who traveled in to do research for the guild. Unless they pull some shit out of their ass and actually make you do some quests in the old world (which would be pretty cool and let you unlock old fashioned blademaster/gunner armor) we're not gonna be seeing places like this until at least the next game.

Do you want a Set Bonus or not? That's the only real question, besides using your 6-Star Awakening on a Level 4 slot which seems kinda meh. The other exception is if you want specific awakenings i.e Hunting Horn or you want a Blast Bow with 6-Star Coatings.

But yeah, generally going forward I would favour Paralysis for Safi weapons just for the sake of choice. Keep in mind that Kulve weapons are also coming next which might shake up Elemental weapons.
