I think having Mikan command Ibuki to murder Hiyoko then hang herself would have been better, so Mikan isn't the culprit and Mikan isn't immediately incriminated for misidentifying the cause of death. That seems like something a real despair would have done.

In that case I think she would've left Ibuki alive because something something her being executed
after her disease wears off would be a more despairful death or something like that. That or do the reverse and somehow trick Hiyoko into accidentally killing Ibuki and proceed to bully the fuck out of her in the resulting trial. Plus a trial without an execution would feel kind of anticlimactic (not that it can't feel anticlimactic even with an execution, as canon 2-3 shows).
