Not really, if your read her roster profile you realize that her motivations are based entirely on her narcissism, messiah complex, and need for control. She absolutely needs to establish the empire as a dictatorship under her because she cannot imagine anyone but her being capable of proper rulership. She will go to war with the Alliance and Kingdom under any pretense because she doesn't recognize their sovereignty or legitimacy as nation states, by proxy she doesn't recognize Dimitri or Claude as rulers, barely nobles when she doesn't recognize the power of the nobility. In short she doesn't see anyone as an equal, at the very best she sees them as obstacles or rivals (barely). She inevitably would go to war because her ego wouldn't allow any other action even if any other action were objectively the better choice. She's absolutely giddy about the war and glory as she hints of the conflict all the time, she always planned to kill Claude and Dimitri and scatter their countries to the winds. To top it all off she only surrounds herself with sycophants and psychopaths who will do nothing but back and praise her every move.
