Honestly there's absolutely no rules on Smash characters and any "rules" Sakurai might have said were just to temper fan expectations.
Sakurai once said during Smash 4's development that he felt that fighting game characters weren't unique enough for Smash. He later added Ryu in as DLC.
There's no limitations on Smash Characters and Smash Characters don't need a "Reason" to be in Smash.

I feel like if there's going to be a Zelda character, especially if it's a BotW2 shill pick, it would be whatever Breath of the Wild Ganondorf ends up being.
Gives them a chance to add a Ganondorf to the game that has a his own distinct moveset that doesn't force them to overhaul the captain falcon clone that people already recognize, but that might just be wishful thinking on my part.
