His characterization was okay. Nothing stellar but wasn’t horrible either. Pretty unremarkable.
And his master plan was convulted as fuck and overly retarded. He sends Silver on that wild goose chase and goads Shadow the entire story for literally no reason just to shoot Sonic in the back with a beam.
That being said he wasn’t as one dimensional as Infinite or as bad of a snore fest as fucking Zavok, so that counts for something. I’d like to see Mephiles come back under more competent direction, he was a promising character.

Shadow being sent to the past is what causes Solaris to be split into Iblis and Mephiles. Mephiles uses his shadow powers to copy Shadow's shadow to ensure he would always remember him, as Mephiles had no idea if he would ever see him again and wanted to ensure revenge if he did. Chances are, Mephiles was prepared to wait centuries. Not only did Shadow imprison Mephiles into that sceptor statue thing, but he also let Iblis get away.
By the time Mephiles escapes the sceptor, Iblis has grown too powerful for Mephiles to re-fuse with it, and Mephiles proceeds to throw tantrums for like 200 years until he finds Shadow has also been imprisoned (in that GUN stasis thing) and decides to go back in time where both Iblis and Shadow were active, both to kill Shadow and rejoin Iblis to become Solaris.
The only issue is, when did Mephiles get the ability to travel through time and why didn't he use it earlier?

Sonic is the globally known and loved hero. Shadow is a literal who to them. Sonic is the one that gets the spotlight in any team effort to save the world, Shadow has the stigma of being a secret govt weapon stole under the military’s nose so they do everything to disown and discredit his accomplishments.
Shadow is immortal as well. With Sonic and Rouge being his only friends and him inevitably outliving both of them, GUN will throw him under the rug as soon as it is convenient for them to dispose of them. Solaris’ attack was probably the best opportunity with everyone else dead and him being the last hero.
But hey this is all headcanon so who knows.

Shadow wouldn’t have been able to defeat Iblis anyway so they decided to shift negative press of them being unable to defeat it to Shadow being responsible for causing it.

It could be something like Mephiles unleashed Iblis but after it was too powerful for him to rejoin with and become Solaris, he does this in his disguised form where he looks like Shadow which considering Mephiles when he travels back in time with Silver and Blaze looks like Shadow. So imagine seeing something that looks exactly like Shadow unleashing the power of Iblis before humanity. There's not much you can really do if the people are demanding he be locked up. Followed by that we have the fact that Shadow is more than willing to fight against humanity if they turn on him so it's something like
>Mephiles releases Iblis but can't fuse with him
>Iblis goes on a rampage
>The people blame Shadow and demand his head
>GUN and the rest of the world's armies all go after him
>Shadow fights against the forces since they now see him as an enemy.
>He get's shame cubed.
