Sakurai, at least these days, seems to prefer having as many "playable characters" in the game as possible, rather than unique movesets. The problem I see is there seems to be more than eight characters so I'm not sure they could fit all of them in as alts.

And the community was dead just 6 months after its release. There's also never been a case where the mascot character was already in the game as an assist trophy and where they've teased the new character as "a character from x series."

ARMS being a fighting game lends itself to going with popularity/lore over purely the mascot. Especially when Spring Man is honestly an ineffective one, Ribbon Girl blows his popularity out of the water as his co-star.
